Solar Panels Planning Permission
One of the most common questions about solar panel installation in Ireland is whether planning permission is required. The good news is that in most cases, homeowners and businesses do not need planning permission to install solar PV systems. However, there are some exceptions, particularly for protected buildings, conservation areas, and solar safeguarding zones.
Rooftop Solar Panels – No Planning Permission Needed
Since October 2022, homeowners can install
solar panels on their entire roof without needing planning permission. The previous
12m² or 50% roof area limit no longer applies, meaning residential properties can now
maximize their solar panel coverage without restrictions. For
commercial buildings,
industrial sites, and
agricultural properties, larger rooftop solar installations are also permitted
without planning permission, as long as they adhere to specific
building regulations and safety guidelines.

Exceptions: When Planning Permission is Required
Although most properties are exempt, you may need to apply for planning permission if:
- Your building is a protected structure – If your home or business is classified as a protected structure, you must get approval from the local planning authority before installing solar panels.
- You are in a conservation area – If your property is located in an Architectural Conservation Area (ACA), planning permission may be required.
- You are within a solar safeguarding zone – If your property is near an airport, hospital, or military base with helipads, it may fall under a solar safeguarding zone due to concerns over glint and glare. In such cases, larger solar installations may require special permission to ensure aviation and operational safety.
Positioning & Roof Installation Rules
Even though planning permission is not required, there are specific placement rules for rooftop solar panels to ensure safety and compliance:
-Bottom Edge of Roof: Panels must be at least
50cm from the lower edge.
-Top of Roof (Ridge Line): A
25cm margin must be left at the top.
-Side Edges of Roof: A
50cm space is required at the open end of the roof (unless the property adjoins another).
-Adjoining Properties: No gap is required for
semi-detached or terraced houses, meaning panels can be installed right up to the
adjoining wall.
These positioning requirements help maintain structural integrity, aesthetics, and emergency access.
Freestanding (Ground-Mounted) Solar Panels
For those considering freestanding solar panels (mounted on a frame or ground system rather than a roof), different regulations apply:
No planning permission is required if:
- The solar panels are less than 2 metres in height.
- The installation does not reduce private open space (side/rear yard) to less than 25m².
If your freestanding solar system exceeds these limits, you will need to apply for planning permission through your local authority.
